Worth checking: What Petmate’s numbers mean: interior and exterior both listed. A dog needs the inside of the box, so compare your dog against the interior column where there is one.
Worth checking: Petmate lists no Sky Kennel size for 16 to 24 lb. Check with Petmate. This site shows no size for a dog in that range rather than rounding into the nearest one.
Worth checking: The 28" weight range is '25-30 lbs.' in the page's Details section but '20-30 lbs' in an image caption on the same page; the Details value is used.

Measure your dog from the nose to the base of the tail, and from the floor to the top of the head or the ear tips while standing. Add 4 in to each, and compare the result with the crate’s interior size. The AKC puts the allowance at“add 3 to 4 inches”; this site uses 4.
